Gifts that are designated to a particular response will go in full -- 100% -- to that particular response. Gifts can be designated by making a note on the memo line of your check, or by selecting a particular category when giving online. Undesignated gifts support the "Readiness and Response" fund, which is the account from which smaller-scale responses are funded and from which initial response to new disasters happens even before funding begins to arrive.
